COSUMNES BRIDGE REPLACEMENT

The Cosumnes Bridge Replacement Project is located in a high-traffic section of State Route (SR) 99, in Sacramento County, in and near Elk Grove, from 0.3 mile south of Dillard Road Overcrossing to 0.6 mile south of Grant Line Road.
Due to age, erosion and potential flooding, Caltrans contracted Granite for preconstruction and construction services to replace the four Cosumnes River bridges, the non-standard horizontal and vertical clearances of the existing SB McConnell UP, and the Dillard Road Overcrossing barriers. The Cosumnes River is one of the last unregulated rivers in California. The existing bridge barriers are not up to current design standards and the foundations are susceptible to erosion due to flooding. This is known as a scour critical bridge (the engineering term for the erosion of soil surrounding a bridge foundation). This project will also improve freight mobility and safety of this segment of SB SR 99.

Infrastructure Specifications:
  • Replace four bridge structures, the Cosumnes River Bridges and the Cosumnes River Overflow Bridges, with two new bridge structures.
  • Relinquish an underpass structure, requiring partial realignment of SR 99 southbound with a new overhead structure.
  • Rehabilitate/replace the bridge deck/barrier railings on an overcrossing structure.

Innovative Delivery Method
Granite and Caltrans used a phased delivery approach to accelerate project delivery. There are six segments called "Child Projects" tied to the seventh overall parent project so that construction could proceed while design is being completed on other improvements. The project is now two years ahead of schedule as compared to the original completion year of 2024. While a shortened delivery time is significant, it also is the biggest challenge Granite faces. Granite has to maintain an accelerated schedule and balance all the phases of the project from design to construction while minimizing potential risks.

The Cosumnes Bridge Replacement Project is a Contract Manager General Contractor - or CMGC - project. The CMGC Program is an innovative delivery method that allows Caltrans to engage a construction manager - in this case, Granite Construction Company - to provide input during the design process. Caltrans and the construction manager agree on a price for construction of the project, and the construction manager becomes the general contractor. This is a forgiving process designed to foster collaboration and to solicit value-adding feedback from the contractor. The CMGC process greatly supports small businesses that might not have the available resources to submit pricing for bid packages quickly.
